Gerd Ferdinand Kirchhoff, born 1939 in Germany, got his Dr. in Law from the Justus Liebig University in Giessen and is licensed as lawyer. After his law education he studied in the Department of Criminology of the University of Pennsylvania (USA) for one year (grant of the German Academic Exchange Service DAAD) and assumed a tenured position in the School of Social Studies in Hochschule Niederrhein in Moenchengladbach. In 1976, her served as Visiting Professor (with a Fulbright grant) in the Department of Sociology of Western Michigan University (USA) and lectured regularly in the Department of Criminaistic Sciences in the University of Sarajevo (Bosnia i Herzegovina; grant of DAAD). After his retirement , he was invited to a position as Professor of Victimology in Tokiwa University in Mito (Japan) where he worked for 13 years. Since 2016, he is professor of the Law School in JGU. He was appointed Executive Director of the Jindal Institute of Behavioural Sciences. His specialty is victimology. Currently JGU funds his empirical research project on “Victim Compensation in Haryana”. He has served as President, Treasurer and as Secretary General of the World Society of Victimology, an International NGO in consultive status with the ECOSOC of the United Nations,I total for five office periods of office. He is Honorary Member or Life Member of several scientific organizations. He is Founding Co-Director of the annual Postgraduate Courses in Victimology (since 1984 in Dubrovnik, Croatia, since 2003 in Mito, Japan, served in the African and in the Asian Postgraduate Course. He has published about 100 articles in scientific journals and readers and has co- edited or written five books. Currently he is Senior Fellow of the Jindal Institute for Behavioural Sciences Center for Victimology and Psychological Studies.
